Governments are the primarily responsible unit for education in almost every country. They are the strongest to tackle the inequity of education issues as they can design strategies, create policies, lay out legal frameworks, and mobilize resources.

Education policy is ‘a set of established principles, assumptions and norms that govern education decision-making and practices.’ a country’s directions, expectations and human development objectives are reflected through their education policies. UNESCO suggests that promising policy options should promote a clear and common understanding of key concepts among all relevant stakeholders at all levels, perform diagnoses of existing policies and legal frameworks, foster equity and inclusion throughout all educational policies, and ensure equity and inclusion by implementing an inclusive education system, regulatory and legal frameworks.

Since policies indicate the significance of equitable education in the eyes of the governments and specify the directions of the development, this section provides information and resources to review the existing policies and develop policies and plans that support the equity and inclusion of education, as well as the evaluation of the policies. Legislation is included as the enabler for the administrative bodies to put the policies into practice.
