I. IntroductionEducation is increasingly seen as a key to the inclusive and sustained development of a society. Experiences in many countries demonstrate that persistent social and economic inequalities and exclusion can lead to disaffection, social fragmentation and even conflicts. Furthermore, exclusion from quality educational opportunities is often related to inequalities in society. In this context, there is growing attention to disparities and inequalities in education, and to systematically addressing exclusion in education.
